Question 102.3 and 103.3

Observing the DWG “Blueprint Competition” to develop our project it seems that there will be no more the link with the Porto antico through the canal thought by Renzo Piano. Indeed, it seems that the new basin stops near the battalion Stella, on the west side of the competition area. Is it a graphic error or does it correspond with the new layout of the port?

This is the first phase to realize the masterplan by Renzo Piano. This phase is limited to the Municipality owned areas.

Question 104

With reference to the question 57, it seems that the answer is not correct. If we intend for landed housing area the two areas delimited with a red line, where it is possible to plan the new buildings? why in the cross sections n°2 and 3, with the information for the project, is marked, as competition area, the site under the level +5 m. till the building B which results from the plan out of the landed housing area?

The landed housing area is the area encircled with a red line. Given that, it must be maintained a free belt of 10 m. (surface) around the Pavilion B. it is confirmed the possibility to build new underground volumes under the surface level.

Question 105 and 106

In what frequency is the Palasport beeing used? What is the visitor capacity?

The Palasport is used differently according to the functions hosted. Therefore the visitor capacity is related to these functions.

Question 107

The Masterplan of Renzo Piano and the competition brief are different in the North part of the site. In the Masterplan there is a highline autoroute and in the brief it isn’t. On which document should we base on?

Is there a foreseen location to enter the site from the main road?

In the Anticipated planimetric-volumetric diagram is reported the new road network which will replace the overpass. The enter is at discretion of the designer.

Could you give us a number of necessary parking places, instead of a total surface?

No, it is sufficient to respect the surface indications.

Question 110

Is parking suitable under sea level, or it should be organized above?

You can realize a parking garage under the sea level. You must consider the costs and the buoyant force.

Question 111

There are mismatches between the plans and sections of the Palasport in the document S.dwg (level heights, building diameter, etc.) Could you please clarify these?

The heights written in the section are “absolutes” (above sea level); the ones reported in the plans of the drawing “S Pavilion” are “relatives”.

Question 112

In the BlueprintCompetition pdf file page 63 2nd bullet point it's said that the first 500 metres of the Strada Aldo Moro Overpass are demolished to create a new road at grade. In the same file, from page 64 to 67 it's clearly shown this action. On the other hand the BPeng pdf file pages 23,25 show two sections with the existing overpass untouched. Could you please clarify if the overpass will be or not demolished or if it's up to our design proposal to decide it.

The overpass will be demolished. See answer 7.

Question 113

The page 36 of BPeng pdf file stipulates that the programme areas are the following ones: Residential 11,300m2 / Tertiary 25,000m2 / Commercial 12,000m2. On the other hand the page 65 of the BlueprintCompetition pdf file it's said that the areas are 40,000 for residential, 5,000 for commercial and 10,000 for hospitality services. Could you clarify why both tables of areas don't match and therefore which one is suggested to be followed?

Could you specify if it's possible to slightly modify the Pavilion B by adding some elements while keeping mostly it's outline?

The BlueprintCompetition pdf file makes reference many times to the attachments 1,3,6,7,8 and 9. Apart from the attachment 6 which is the prices file, could you indicate which are the others?

You write: "The completed documents must be printed, undersigned digitally and uploaded along with the files containing the unauthenticated photocopy of an identity document and a photocopy of authorization to take part (the latter only for public employees)8." For me it is still unclear why and what documents should be printed first and then undersigned digitally! Concerning digital signiture: Must it be one ID-certificated or just simply scanned and put into the PDF?

The document which you must print and digitally signed is the “DICHIARAZIONE PARTECIPANTI”, automatically produced by the competition website. See also answer 83 and answer 91. The digital signature is an electronic signature certified by a Certification Authority valid in your Country. It is compulsory if required by the regulations in force in your Country.

Question 117.1

I need to make sure if red hatched area in prev.dwg and that in sez.dwg coincide each other.

The red line, in the section file, represents the limit of the buildable shapes. These buildable shapes, in the plans, are defined with a red hatched area, while the dashed area represents the competition area.

Question 117.2

I need to make sure if the buildable area next to Pavilion B is 10888.263m2 or if it includes areas above and bellow Pavilion B. We do understand that Pavilion B is no ways touched even, its underground spaces are not included for the competition either.

This is the maximum buildable ground surface around the Pavilion B. There is another buildable area between the new canal and the boulevard continuing Corso Marconi of 6357 m2.

I graduated in architecture and society (with specialism in urban architecture) at the Polytechnic of Milan in 2010. I’m foreigner and I’m working as architectural designer by a company in my Country, but I am not yet inscribed in the register of architects. Can I participate in the competition?

No, as referred to Article 3 of the notice.

Question 119

Good morning, we have noticed a discordance between the general plan, level 5 m above sea level, the survey and the sections with the outlines of the new buildings reported in the given dwg file (around 2,5 m in the plan); Which one do we have to consider for our papers?

The question is not clear, we cannot understand where the discordances are and if they are punctual or widespread. With regard to your request for clarifications, it is possible to use (at discretion of the designer) the file “BpC 01 Prev.dwg” - including the graphical information on roof levels and at altitude 5 m above sea level - to develop your project proposal and the file “BpC 03 Sez.dwg” to realize the facades and the sections requested. You have also to respect the planning constraints reported in the Attachment A, except for small and punctual architectonical landmarks and for minor modifications of the canals outline. At discretion of the designer and respecting the limits over mentioned, it is possible to define the project proposal using the given surveys (“4314_2d_no_buildings.dwg”, “4341_2d_no_buildings.dwg”). These two surveys represent the competition area taking into account the demolitions not yet carried out. Putting together the two surveys “4314_2d_BlueprintCompetition.dwg” and “4341_2d_BlueprintCompetition.dwg”, it is possible to have a survey map on the current stage.

Question 120

My question is about the possibility to change the planimetric outline and the related buildable area, and in particular about the “local deviations because of the provision of specific landing points and equipment for beaching boats” reported in the notice. For example, we refer to the first project presented by RPBW where it is defined in a different way the water route and the limit of the buildable area, without changing the idea of the intervention proposed by the notice. Can we freely work on these changes?

It is reiterated that are allowed only punctual modifications. See answer 38 and answer 45.

Question 121

Is it possible to develop a project proposal which doesn’t suggest the demolition of the first part of the overpass?

No it isn’t. The overpass is outside the competition area. The Municipality has already established the demolition of the first part.

Question 122

Is it possible to set a part of the new activities established by project (residential, commercial, executive facilities, hospitality services) besides the areas specifically indicated in the panimetric-volumetric attachment, for example inside the Palasport, supposing its functional reuse and respecting the total surfaces established by the notice?

As reported by the notice It is planned to continue to use it as a facility for sports events and spectacles, with these activities being held in its central arena. Consideration may be given to somewhat different uses on the various levels of the complex, in particular by adding commercial or artisanal activities related to the boating sector, while complying with the guidelines below for restrictions on the size of commercial/retail premises. The building may also be used in part an underground car park serving the complex, by exploiting the difference in height between the road system and the building’s lower level.

Question 123

To participate in the competition as a temporary team of professionals, should all the team members be inscribed in the professional register? or is it sufficient that only the group leader fulfils this prerequisite? Is it possible that only the group leader is inscribed in the professional register and all the other members are graduated architect with long-standing experience but not inscribed in a professional register?

No as referred to article 3 of the notice the proposal must be signed by professionals inscribed in the appropriate registers as required by the professional regulations in force, as well as personally responsible, and indicated by name in the submission of the proposal, with the specification of their professional qualifications. Otherwise Participants in the competition, whether individuals or teams, may draw on the assistance of consultants and collaborators, including those not registered in the professional orders or registers.

Question 124

In the pdf BP, on the pages 55 and 56 there are certain indications of environmental and hydric strategies. Are we restricted to do what is shown on those schemes or are those only suggestions for environmental systems? For example, are we expected to do a green roof like it is suggested on that diagram?

No, you aren’t. These suggestions are not binding.

Question 125

In Attachment A- information for the project it is required that the total area for the residential units must be 40,000 sqm however the footprint of the area indicated for residential units is approximately 6,000 sqm and according to the heigth restrictions we can barely meet with the program requirements. The question is are we limited to the area indicated for residentials or are we certainly expected to suggest 40,000 sqm units in total?

The residential units can be placed inside all the buildable areas respecting the outer limit of the competition (red hatched line). The ground surfaces are:

  • around the Pavilion B: 10888 m2
  • between the new canal and the new boulevard continuing Corso Marconi: 6367 m2.

The buildable ground, where it is possible to build the residential volumes, has a total surface of 17255 m2.

Question 126

Other than the construction site indicated by red hatch in the autocad file we are supposed to design the rest of the area limited with dash red lines as a landscape work right?

Yes, you are.

Do the sections have to include the port area as shown in the project section board?

The graphical representation is at discretion of the designer.

Can cars access to the area from different entrances along the new boulevard called “Corso Marconi continuation”?

Yes, they can.

Can the possible average height of the last floor be 2.70 m with a minimum height of 2.30 m for the buildings with pitched roofs?

Yes it can, as referred to Article 3 of the Building Code of the Municipality.

Question 128

Do we have to maintain the two ramps next to the Pavilion B, to reach the levels +5 and +14,11, in the same position? Can we modify them?

The Pavilion B is not covered by the competition. All the external spaces can be modified in accordance with the design choice and ensuring the same function.

I would like to know if the personal pressence is necessary or not , if it is; at what phase ?

No, it is not necessary. It is optional during the public sections of the jury.

Is it possible to include reference images (for example project already realized - not by the competitors -, details) in the dossier or in the boards?

Yes, it is. See answer 74.1.
